Solar and wind power plants may have new rules for calculating and reviewing the physical energy guarantee in Brazil due to changes that are being discussed in the public consultation opened this Wednesday (4) by the MME (Ministry of Mines and Energy), which proposes updating the methodologies and procedures used to define the amounts of energy from these projects.
The proposal includes adjustments to the technical criteria for calculating the physical guarantee, taking into account the specific characteristics of each generation source. This parameter serves as a reference for the amount of energy that power plants can commit to in commercialization contracts.
Among the main changes is the treatment of generation cuts, known as curtailment, in the calculation of the average generation of projects. According to the Ministry of Mines and Energy (MME), the measure seeks to adapt the procedures to the operational characteristics of solar and wind power sources.
The minutes also present changes to the processes for defining, reviewing, and updating the physical guarantee, with the aim of clarifying technical criteria, filling gaps in current rules, and reducing recurring doubts among agents in the electricity sector.
The proposed methodologies were developed based on studies by EPE (Energy Research Company) and analyses conducted by MME, considering the differences between generation technologies.
The public consultation will also include a Regulatory Impact Assessment (RIA), which will examine the potential effects of the regulatory alternatives under discussion.
Those interested may submit contributions until December 18, 2026, through... MME Public Consultation Portal or from the platform Participatory Brazil.
The minutes and technical documents that support the proposals will also be available for consultation on the platforms.
