The report on MP (Provisional Measure) 1.300/2025 will be presented this Tuesday (2), at 14:30 pm, in the Chamber of Deputies, with an exclusive focus on the social tariff agenda.

The information was confirmed by the rapporteur, federal deputy Fernando Coelho Filho, during the 1st Sector Analysis Forum, promoted in São Paulo (SP) by CCEE (Electric Energy Commercialization Chamber) in partnership with Dominium Group.

MP 1.300 deals with the expansion of the social tariff for low-income consumers, providing a 100% discount on the cost of energy for consumption of up to 80 kWh.

The text also addresses other relevant topics, such as the opening of the free market for low voltage from 2026, the review of self-production rules, and the end of the TUST/TUSD discount for free consumers.

According to Coelho, however, the short processing period – the measure expires on September 17 – does not allow for a more in-depth analysis of all these points.

Therefore, the expectation is that MP 1.304/2025, which deals with the rationalization of the CDE (Energy Development Account) and expires in November, will absorb these debates, also including the issue of generation cuts (curtailment).

Former Minister of Mines and Energy Coelho stated that the vote on the report could take place today. "If that's not possible, we'll do it tomorrow," he said.

The schedule is to vote on the text in the Chamber by next Wednesday and finalize it in the Senate on the 17th. I spoke with MME technicians who have already submitted suggestions. It's a text familiar to the government and changes very little from the original text," he stated.

The parliamentarian also added that he is already aligned with Senator Eduardo Braga, rapporteur of MP 1.304, so that the report also incorporates solutions for curtailment and guidelines for the development of the energy storage market.

Coelho reinforced the need for coordination among sector stakeholders: "2026 is an election year. If we miss this window, we might only have it in 2027. But current challenges don't allow us to wait that long. We need to develop a framework that provides predictability and allows the electricity sector to continue developing sustainably."

He also highlighted the importance of maintaining investments in thermoelectric plants, which, according to him, remain fundamental to guaranteeing the security of the national electrical system.
