The United States Department of State announced, this Wednesday (21), a strategic agreement with Paraguay for the construction of a high-performance computing and AI (artificial intelligence) center powered by energy from the Itaipu Hydroelectric Power Plant.

The project involves the US company Crusoe, which specializes in artificial intelligence infrastructure, and the Paraguayan company Araico, focused on developing energy and infrastructure projects.

“Crusoe, a U.S. company dedicated to manufacturing superintelligence infrastructure, and Araico, a Paraguayan company focused on energy and infrastructure development, have formalized a strategic collaboration agreement to build a high-performance superintelligence infrastructure powered by the Itaipu hydroelectric power plant,” the U.S. government said in a statement.

According to the State Department, Crusoe plans to have an initial facility operational by mid-2027. The facility is expected to serve cloud service clients from the United States and Latin America. The venture could become one of the largest private investments in Paraguayan history.

The agreement was signed during the visit of U.S. Deputy Secretary of State Christopher Landau to Asunción this week. On that occasion, he met with Paraguayan President Santiago Peña and Foreign Minister Rubén Ramírez to discuss new commitments in the strategic partnership between the two countries.

Itaipu Energy

Currently, the administration of the Itaipu Hydroelectric Power Plant is shared between Brazil and Paraguay, which are entitled to equal shares of the energy produced by the facility. Although the binational project also involves Brazil, the U.S. State Department's statement on the agreement did not mention the country.

This initiative reinforces the relationship between energy availability and the expansion of artificial intelligence infrastructure, whose operation requires large volumes of electricity to power servers and data processing systems.
