The way consumers pay for electricity may undergo a significant change in Brazil. More than just establishing different prices throughout the day, the revision of the White Tariff opens a discussion about how the tariff can keep pace with the transformations already occurring in the electricity system.

The expansion of distributed generation, advances in batteries, the electrification of transportation, and the development of automation and energy management technologies are changing the consumer's relationship with the grid. In this new scenario, it's not just about how much electricity is consumed, but also when that consumption occurs.

It is in this context that Public Consultation No. 46/2025, of ANEELThe debate has opened up changes to the application of the White Tariff. Contributions from companies, associations, public bodies, and consumer protection entities reveal that the discussion goes far beyond simply expanding this modality.

O Canal Solar analyzed the contributions submitted to the public consultation to identify the main points of discussion and the potential impacts of the changes.

These include the automatic application of the White Tariff, the definition of peak hours, the treatment of consumers with distributed generation, metering infrastructure, and the creation of economic signals for technologies such as batteries, automation, and electric vehicles.

The demonstrations also highlight the disagreements surrounding the design of this new model. While there is a perception that tariff signaling needs to evolve, fundamental questions remain open regarding who should be included, how schedules should be defined, and what conditions will be necessary for consumers to effectively respond to energy prices.
