Unanimously, the board of directors of ANEEL (National Electric Energy Agency) approved, at its ordinary meeting this Tuesday (10), the changes to the social electricity tariff – which are included in MP (Provisional Measure) 1.300/2025, sent by the Federal Government to the National Congress in May.
As a result, the changes will be reflected in consumers' electricity bills starting July 5. The provisional measure changed the rules of the social tariff program and created a new discount for families with a per capita income of half to one minimum wage. According to the Federal Government, the initiative benefits around 60 million people.
Starting next month, beneficiaries who consume up to 80 kWh per month will receive a full discount (100%) on their electricity bill. Those who consume above this amount will only pay the excess.
The discount will reach families registered with CadÚnico, with a monthly income of up to half the minimum wage per capita, or served by isolated systems (without connection to the national interconnected system).
People with disabilities (PWDs) and the elderly registered with BPC (Continuous Benefit Payment), as well as indigenous and quilombola people also registered with CadÚnico, will also receive the discount. According to the calculations presented, around 4,5 million families would have their electricity bills reduced to zero with the new rule.
The Federal Government also proposed a social discount for families registered in CadÚnico with a per capita income of half to one minimum wage, with consumption of up to 120 kWh per month.
This group will be exempt from the CDE (Energy Development Account), which is 12% of the electricity bill and is intended to subsidize the costs of the electricity sector. According to the MP, the objective is to create a transition band for low-income families, between the social and common tariffs.

MP 1.300/2025 is still being processed in Congress, where more than 600 amendments to the original text have already been presented. The provisional measure modifies several laws with a view to modernizing the electricity sector, promoting greater efficiency, competitiveness and transparency.
In addition to dealing with the Social Electricity Tariff, the document also covers consumers' freedom of choice and cost sharing. Among the objectives listed by the government are:
- Reducing inequality, with relief in energy tariffs for low-income families;
- Correcting problems in cost division;
- Simplification of social tariff rules;
- Strengthening public policies for low-income families;
- The opening of the electricity market to low voltage consumers.
