The MME (Ministry of Mines and Energy) opened, this Thursday (29), a public consultation on the draft ordinance that establishes the guidelines for the LSI (Auction for Supply to Isolated Systems).

Also made available was the Technical Report from EPE (Energy Research Company) which presents the proposed formulation of reference prices and fuel costs.

Isolated systems (SISOLs) are electrical systems not connected to the National Interconnected System (SIN), located mostly in the North region.

The service is predominantly provided by diesel-fired thermal power plants, and part of the generation cost is reimbursed by the CCC (Fuel Consumption Account), a charge shared among the country's electricity consumers.

The proposal structure foresees dividing the auction into eight lots, totaling approximately 123,66 MW of required power availability. The contracts will serve 31 locations in the states of Amazonas, Pará, Roraima, Rondônia, and Acre, benefiting an estimated population of 482.701 inhabitants.

Supply periods will be determined according to the needs of each location, with contracts of up to 180 months.

Among the main guidelines proposed is the requirement that at least 30% of the energy generated by supply solutions come from renewable sources, a measure that seeks to expand the participation of these technologies in systems historically dependent on fossil fuels.

Another new development is the planned creation of an Interinstitutional Monitoring Group for the Auction, composed of representatives from the Ministry of Mines and Energy (MME), Energy Research Company (EPE), ANEEL (National Energy Agency that aims to strengthen the exchange of information between the institutions involved in preparing the bidding process.)

Furthermore, the text allows the use of used generation assets, subject to an independent technical report, and provides a specific mechanism to address variations in the natural gas transportation tariff.

Technical Report EPE-DEE-IT-082/2026 details the methodology for calculating the Reference Price, used to classify bids in the auction, as well as the criteria for determining the fuel costs of power plants powered by natural gas, diesel oil, and biofuels.

Contributions to the public consultation may be submitted until November 17th, via... MME Public Consultation Portal and the Participatory Brazil platform.

The Ministry of Mines and Energy (MME) also informed that it will hold a webinar on its official channels to present the auction guidelines and clarify any questions from interested parties. The date of the meeting will be announced later.
