The MME (Ministry of Mines and Energy) received, last Tuesday (24), the Minister of Energy and Water of the Republic of Angola, João Baptista Borges, for the signing of a MoU (Memorandum of Understanding) that expands bilateral cooperation in the energy sector.

The agreement formalizes a joint agenda focused on the exchange of experiences, institutional development, and the strengthening of public policies between the two countries.

The MdE establishes a cooperation framework based on the sharing of technical knowledge and good regulatory practices, focusing on energy planning, modernization of the electricity sector, expansion of transmission infrastructure, and universal access to energy.

The initiative also includes technical training and integration between public and private institutions.

To ensure the implementation of the actions, the memorandum provides for coordination mechanisms between Brazil and Angola, including the possibility of creating a joint committee to define work plans, monitor results, and identify new partnership opportunities.

The instrument, which is non-binding, will have an initial term of five years, and may be extended by mutual agreement.

Bilateral cooperation strengthens the historical ties and shared interest of both countries in developing solutions for energy security and an inclusive energy transition adapted to national realities.

The relationship between Brazil and Angola in the energy sector has been progressing in recent years, mainly within the framework of the Brazil-Angola Joint Commission. In April 2023, priority themes in energy and mining were defined, including electrification with renewable sources, biofuels, and mineral resource management.

In May 2025, a memorandum between Sonangol and the PetroBrazil has strengthened cooperation in research, development and training in the areas of oil and gas.

In July 2025, the Ministry of Mines and Energy (MME) received a new Angolan delegation to discuss energy planning, auction structuring, regulation, energy transition, and institutional exchange, with technical panels focused on modernizing electricity grids, universalizing access to energy, and cooperation in mining.
