The presidency of the Chamber of Deputies' Mines and Energy Committee entered into a dispute that ended up postponing the vote on electricity sector projects in the House.

Initially intended for the PSD, based on proportionality criteria, the committee aroused the interest of the PL, which has the largest bench of federal deputies and imploded the negotiations. The president of the Chamber, deputy Hugo Motta (Republicanos-PB), chose to postpone the definitions until next Tuesday (18).

The PSD even nominated the Minas Gerais deputy Diego Andrade as the Canal Solar had anticipated. The composition would have links with the Planalto Palace, since the Minister of Mines and Energy, Alexandre Silveira, is from the same party and also from the same state as Diego.

In recent days, however, former President Jair Bolsonaro's party decided to request the commission as one of the five it would have the right to preside over. The PSD has two. There are 30 permanent committees in total.

Other key positions also failed to reach a consensus. The dispute between the parties is not limited to the committees, as some are also seeking to be the rapporteur for the 2026 Budget, which is also part of the negotiations.

It should be noted that 2025 Budget has not even been approved yet, which should have happened last December. This year is the last year that the committees will be fully operational, since next year the parliamentarians will be focusing on their own reelections or majority candidacies, leaving the debate of projects practically in the background.

Even with the postponement, Hugo Motta emphasizes that “there is no harm” to legislative work. In an interview during the Todos pela Educação event in São Paulo, this Thursday (13), he explained that the committees would only actually be installed next week, even if the entire definition had already been made.

“We decided to hold an exclusive meeting next Tuesday to define the committees and which committee each party will be part of. After all, if we had done it today, they would also have to be installed only next Wednesday (19). So, there is no loss of time. We set this deadline so that possible understandings can be established and, on Tuesday, we will arrive at this meeting with broad consensus,” he explained.

The Mines and Energy Commission debates projects on topics such as mineral and energy policies and models; conventional and alternative energy sources; research and exploration of mineral and energy resources; legal regime, policy and price structure of energy resources; management, planning and control of water resources, among others.
