Representatives from municipalities in São Paulo state included in the state initiative to install solar power plants in public buildings participated last week in the first technical meeting to define the next steps for the projects.
Coordinated by Semil (Secretariat of Environment, Infrastructure and Logistics), the initiative foresees an initial investment of R$ 5 million from Fecop (State Fund for Pollution Prevention and Control) and aims to expand the use of renewable energy and reduce municipalities' electricity expenses.
The meeting was attended by public managers from the 25 municipalities with the highest scores in the "SP Solar in Municipalities" Public Call for Proposals, all with scores equal to or greater than 80, according to the results approved in the State Official Gazette on July 3.
During the meeting, guidelines were presented on choosing locations for the installation of photovoltaic plants, gathering historical energy consumption data from municipalities, conducting preliminary feasibility consultations with distributors, and understanding the operation of resources made available by Fecop.
In this first phase, the municipalities also received guidance on the necessary documentation for preparing the projects. Each municipality may receive funds to install a power plant with a capacity of up to 75 kWp, a capacity that, according to the state government, would be sufficient to meet the equivalent consumption of approximately 50 homes.
Semil will offer technical and financial support to the selected municipalities until the projects are implemented. The number of cities invited in this first phase was determined according to the initial budgetary availability of the initiative.
Among the top 25, 20 have fewer than 10 inhabitants. Furthermore, 92% of this group achieved a high score in the criterion related to GDP (Gross Domestic Product) per capita.
How can integrators participate in the program?
Participation by solar energy companies is not allowed in this phase of the program, which is restricted to mayors or legal representatives of municipal administrations.
The municipalities, with technical and administrative support from the state government, will be responsible for contracting the companies that will develop the projects, supply the equipment, install and certify the plants, through public bidding processes.
