The Minister of Mines and Energy, Alexandre Silveira, said on Wednesday (11) that the The government intends to send to the National Congress, still in September, a proposal that seeks to promote “tariff freedom, balance in the electricity sector and tariff justice for the Brazilian people”.

“The project has already been forwarded to the Civil House, returned, and we are making some adjustments to present it to society, the press, and then to Congress,” said the minister, after participating in the event “The Role of Natural Gas and Biomethane in the Fair, Accessible and Sustainable Energy Transition”, held in Brasília by the MME.

According to Silveira, the proposal has the potential to reduce the energy tariff for regulated consumers by up to 10%..

He also criticized the process of opening the Free Energy Market, suggesting that one way to achieve tariff justice would be to redistribute costs between free and regulated consumers.

“I am not saying that the free market should bear everything, because that would be unfair. What I am arguing is that, in the free market, high-voltage consumers pay less than regulated consumers, and that is not tariff justice,” he highlighted.

Lack of alignment of ANEEL with the government

The minister also demanded agility from the ANEEL (National Electric Energy Agency) in the process of transferring control of the distributor Amazonas Energia.

The agency is holding a public hearing until Friday (13) to discuss the plan to sell Amazonas Energia to Âmbar Energia. Provisional Measure 1.232/24, which aims to save the distributor, expires on October 10.

Silveira argued that the distributor is no longer able to operate properly and, therefore, should not receive government resources, such as those earmarked for the Luz Para Todos program, since these resources would not be properly applied. He suggested as alternatives the transfer of control, intervention or even the termination of the concession.

“The government, when formulating public policies, presented a solution, including with the participation of the government itself. ANEEL, to resolve the issue of this distributor. If the ANEEL "If the Agency is not aligned with this solution, it must take responsibility. I recognize that it is a state agency and not a government agency, but it must limit itself to the role of regulator and not challenge the policies formulated," emphasized Silveira.

He concluded by emphasizing that the ANEEL must meet the deadlines established for the implementation of public policies, stating that the country cannot wait and that the body needs to assume its responsibility as a regulator to implement the solutions advocated by the government for Brazilian society.
