More than 7,7 million families who are entitled to the Social Tariff do not use it

Registration problems are among the main reasons that prevent consumers from receiving discounts on their energy bills

A TSSE (Social Electricity Tariff) is a program Federal government that offers discounts on electricity bills for low-income families. The benefit can reach 100% discount. 

According to ANEEL (National Electric Energy Agency), the program already serves more than 17 million families. However, there is a contingent of 7,7 million families that are entitled to TSSE, but they do not use it for various reasons. 

To receive the benefit, families must be registered in CadÚnico. In 2021, registration became automatic by cross-referencing data from CadÚnico and the distributors' systems.

A ANEEL assesses that families without the benefit have one or more of the following problems: 

  • None of the family members with CPF numbers listed in the Single Registry are the holders of the energy bill. It is estimated that some of these families live in rental housing and the electricity bill is in the name of the owner or former resident;
  • The CPF of the family member who is the holder of the electricity bill is incorrectly entered in CadÚnico or with the distributor;
  • The family's address in CadÚnico is out of date;
  •  The family has an irregular electricity supply at home (e.g. “cat”);
  • The family does not have electricity at home. 

How to access the Social Tariff program

To receive the benefit, the family must meet at least one of the requirements below: 

  • Family registered in the Single Registry for Social Programs of the Federal Government – ​​Single Registry, with monthly per capita family income less than or equal to half the national minimum wage; or   
  • Elderly people aged 65 or over or people with disabilities who receive the Continuous Social Assistance Benefit – BPC;    
  • Family registered in the Single Registry with a monthly income of up to 3 minimum wages, which has a person with an illness or disability (physical, motor, auditory, visual, intellectual and multiple) whose treatment, medical or therapeutic procedure requires the continued use of devices, equipment or instruments that, for their operation, demand the consumption of electrical energy. 

Discount bands

Families with consumption of up to 220 kWh/month are included as long as they meet one of the requirements mentioned above.

  • Families with consumption of up to 30 kWh/month receive a 65% discount;
  • Families with consumption between 31 kWh/month and 100 kWh/month receive a 40% discount;
  • Families with consumption between 101 and 220 kWh/month receive a 10% discount;
  • Indigenous and quilombola families with consumption of up to 50 kWh/month receive a 100% discount;
  • Indigenous and quilombola families with consumption between 51 and 100 kWh/month receive a 40% discount;
  • Indigenous and quilombola families with consumption between 101 and 220 kWh/month receive a 10% discount.
