Pacto Energia has abandoned plans to build the Águas Vermelhas Solar Complex in Piauí due to a lack of capacity for energy transmission in the region's grid.
Located between the municipalities of Campo Maior and São João do Piauí, the project would have an installed capacity of 1.834 MW. The power plants that make up the complex received authorizations between November 2022 and November 2023. The project did not have power purchase agreements in the regulated or free markets.
A ANEEL The National Electric Energy Agency (ANA) also did not identify any defaults related to sector obligations. Furthermore, the implementation was on schedule, with the start of commercial operation planned for November 2028.
The main obstacle to the execution of the project was the unavailability of capacity for connection and transmission of energy in the National Interconnected System (SIN).
According to Pacto Energia, recent access studies have indicated that the region's transmission infrastructure is saturated. Connecting the complex would require large-scale reinforcement works, the costs and timelines of which would make the project economically unfeasible.
Given the impossibility of guaranteeing the flow of generated energy and the lack of plans for a network expansion capable of accommodating the complex's power, the company decided to discontinue the project and voluntarily requested the revocation of its operating licenses.
This measure also prevents the maintenance of reserve transmission capacity that would not be effectively used.
Curtailment makes another project in the Northeast unfeasible.
Solis Energias Renováveis also requested the revocation of the concession for the 42 MW Solis photovoltaic plant, planned for construction in the municipality of Pureza, in Rio Grande do Norte. Aneel accepted the request after finding that there were no regulatory impediments.
According to the company, the current scenario of renewable energy generation cuts has compromised the originally projected economic and financial viability of the project.
In a letter sent to the regulatory agency, Solis stated that public data provided by the ONS (National System Operator) indicates a substantial increase in operational restrictions in the region, with a progressive increase in undistributed energy and successive curtailment records, especially in the northeastern states.
The solar plant was scheduled to begin commercial operation on September 11, 2027. The orders revoking the permits were published in the Official Gazette of the Union this Wednesday (19).
