Mato Grosso do Sul has made progress in adopting solar energy in the public sector, especially in education. The state has already installed 40 of its own systems in state schools and has also adopted an energy compensation model that already serves 183 other schools through off-site solar farms.
The direct installation of the panels, carried out by SED (State Department of Education), includes schools such as the traditional Amando de Oliveira State School, in Campo Grande (MS), with more than 50 years of history and 460 students.
The same initiative has also reached 18 other municipalities, including Dourados, Maracaju, Corumbá, Anastácio, Amambai, and Três Lagoas. The structures are located on the rooftops of the units, generating energy to meet daily consumption.
At the same time, the state government also implemented a PPP (Public-Private Partnership) to provide clean energy through solar plants installed in the interior of the state, such as in Iguatemi and Mundo Novo — already in operation — and in the future units of Nova Andradina, Rochedo and Corguinho.
In this model, the energy generated is injected into the electrical grid and converted into credits for schools and other connected public buildings, as part of a compensation system.
"Our forecast is that by the end of the year we will have 826 buildings connected to the five photovoltaic farms, which are distributed across several cities in the interior of the state," said the State Secretary of Administration, Frederico Felini.
According to the State Government, schools connected to this model have seen average savings of 40% on their electricity bills. The goal of the SAD (Administrative Secretariat), responsible for managing the PPP, is to connect 100% of eligible public buildings by the end of 2025.
In total, the program's investment exceeds R$5 million, with an expected annual generation of over 25 MWh. The PPP is 23 years long and is operated by HCC Energia Solar.
The Government of Mato Grosso do Sul reported that with these operations it seeks to consolidate itself as a national reference in sustainability and energy management in the public sector, aligning itself with carbon neutralization goals by 2030.
