Solar projects lead the number of grant withdrawal requests

In total, there were 242 photovoltaic plants with requests for cancellation and 35 for regularization

O ONS (National System Operator) received 268 requests to withdraw energy generation concessions that will not be implemented, freeing up approximately 11 gigawatts of transmission capacity in the system.

Of the total, 242 (9,8 GW) of the cancellation requests refer to photovoltaic solar energy projects, while 26 (1,2 GW) are for wind energy projects.

Furthermore, 83 (3,7 GW) requests for regularization of concessions were registered, of which 35 (1,2 GW) came from solar sources and 46 (1,9 GW) from wind sources.

This process is part of the Normative Resolution ANEEL # 1.065 / 2023, which deals with the exceptional mechanism for dealing with generation grants and Transmission System Use Contracts (CUSTs) signed by generating plants.

The projects that expressed interest in joining the program are located in 11 states (Alagoas, Bahia, Ceará, Goiás, Minas Gerais, Mato Grosso do Sul, Pará, Pernambuco, Piauí, Rio Grande do Norte and Rio Grande do Sul), with the highest order volumes were recorded in Minas Gerais (4,3 GW) and Bahia (2,3 GW).

“The result was successful, indicating that the agents understood that the mechanism offers adequate solutions to the issues necessary for the evolution and growth of the electricity sector”, he assesses Marcelo Prais, director of IT, Agent Relations and Regulatory Affairs at ONS.

According to REN 1.065, the National Electric Energy Agency (ANEEL) proposed two solutions to deal with the accumulation of generation grants that had been signed with CUSTs without viability for the construction of the projects.

The first option is amnesty, which consists of revoking grants and terminating CUSTs without penalties for agents. The second proposal involves regularizing contractual deadlines by paying debts and providing financial guarantees.
