The publication of the Normative Resolution ANEEL Decree No. 1.161/2026, which regulates Energy Storage Systems (ESSs), and the inclusion of batteries among the items eligible for financing under the new Harvest Plan mark a new moment for the Brazilian energy storage market.
The regulation establishes rules for the connection, operation, and integration of battery systems into the electricity sector, reducing regulatory uncertainties and offering greater predictability for investors, consumers, and project developers.
At the same time, the Plano Safra (Harvest Plan) expands access to technology by allowing rural producers to finance storage systems through official rural credit lines.
According to Jacques Hulshof, CEO of TTS Energia and a specialist in photovoltaic energy, the convergence of these two movements inaugurates a maturation cycle for the Brazilian battery market and creates conditions to accelerate investments in storage solutions.
According to Hulshof, the inclusion of batteries in the Plano Safra (agricultural plan) represents progress towards modernizing energy infrastructure in rural areas. "Batteries have ceased to be merely a complement to solar energy and have become a strategic asset, capable of guaranteeing operational continuity, optimizing the use of generated energy, and increasing the economic efficiency of the property," he states.
Furthermore, Hulshof points out that regulatory evolution, coupled with the gradual reduction in technology costs and the expansion of financing options, creates a more favorable environment for the expansion of storage systems in Brazil.
