A ANEEL (National Electric Energy Agency) published the order that ends the collection of monthly installments of the CDE Covid and CDE Water Shortage charges.
This measure was made possible by the agreement of advance of R$ 7,8 billion in resources owed by Eletrobras to the Energy Development Account. This amount was added to the R$3,4 billion balance in the accounts Covid e water scarcity, totaling R$11,2 billion.
On April 9, 2024, the MME (Ministry of Mines and Energy) published the 1.212 Provisional Measure, which authorized the CCEE (Electricity Trading Chamber) to negotiate this operation with Eletrobras. The objective was to anticipate the payment of loans taken out in 2020 and 2021 with large banks, on behalf of energy consumers.

This negotiation, with the settlement of the loans, generated a savings of R$500 million in interest that would be paid by consumers.
“The advance of these resources was used exclusively to guarantee tariff affordability for consumers in the regulated environment, in accordance with the guidelines of the granting authority, prioritizing the settlement of Covid and Water Shortage Bills. Thus, with the operationalization by CCEE, these bills are being settled with these resources,” stated the ANEEL in a press release.
Context
The loan related to the Covid Account, created during the pandemic to help electricity distributors maintain financial balance, was around R$15,3 billion.
The loan linked to water scarcity, granted in 2022 to cover additional costs caused by the energy generation crisis due to lack of rain, was approximately R$5,3 billion.
These values were passed on to distributors and impact consumers through adjustments to energy rates over time.
