ABEEólica (Brazilian Association of Wind Energy and New Technologies) presented this week the agenda "Winds to Transform Brazil," a manifesto that brings together the main guidelines and priorities advocated by the entity for the development of the electricity sector over the next four years.

The association's main demand is that presidential candidates make a formal commitment to establishing a National Plan for Reducing... Curtailment, establishing annual and progressive targets to curb forced cuts in renewable energy generation in the country.

According to the document, the escalation in dispatch restrictions for clean energy generation has begun to act as a direct limiting factor to the potential for expansion of renewable energies in the country due to complex structural bottlenecks, such as delays in the delivery of transmission works, physical restrictions in the flow of energy, and the lack of operational flexibility of the SIN (National Interconnected System).

To reverse this dynamic and provide greater predictability for investors, Abeeólica proposes that the national plan be structured around three fundamental pillars to combat the curtailment, the first of which is the publication of a transparent and detailed diagnosis of the causes and regions affected by the restrictions;

The second would be the adoption of objective, standardized, and replicable technical criteria for classifying each power outage event; and the third would involve setting auditable annual targets for reducing energy waste.

Transmission, storage, and new cargo types are on the sector's agenda.

In addition to emergency actions against the curtailmentThe manifesto also lists six other priority areas for modernizing the Brazilian electricity grid. In the transmission segment, the organization calls for the institutional strengthening of EPE (Energy Research Company) and the implementation of long-term planning that connects projections for generation expansion, the transmission network, and consumption patterns.

Regarding energy storage, ABEEólica (Brazilian Wind Energy Association) points to the urgent need for the definitive consolidation of the sector's regulatory framework. The organization's advocacy focuses on creating clearer commercial rules that enable business models for battery systems, eliminate double taxation for the use of transmission or distribution networks, and create robust remuneration mechanisms for ancillary services provided to the system.

Finally, the document also suggests the creation of policies to attract the installation of large data center complexes, incentives for the development of the low-emission hydrogen industry, support for the technological modernization of agribusiness, and the electrification of public and freight transport, in order to position Brazil as a global hub for green industrialization.

Curtailment increased by 21% in 2026.

Data from the ONS (National System Operator) indicates that the Curtailment of wind and solar power plants grew by approximately 21% between January and August 2026.compared to the same period last year. Unrealized energy generation from both sources increased from an average of 3.42 GW in 2025 to an average of 4.12 GW this year.

In addition to operational bottlenecks, the electricity sector is also operating under significant strain due to the effects of Super El Niño., with a peak predicted for the end of this year. According to analyses by the consulting firm. Aurora Energy Research, the meteorological phenomenon has potential to cause losses exceeding R$ 8 billion to the Brazilian market, twice the impact estimated for a climate scenario within normal parameters.
