The Federal Government launched the fifth round of Eco Invest Brasil with the expectation of mobilizing up to R$ 50 billion in investments aimed at the ecological transition, in a phase that broadens the focus on industrial chains linked to clean energy, battery systems, electric vehicles, and technological innovation.

The new phase of the program also reinforces the use of public resources to unlock private capital in sectors considered strategic for Brazilian industrial competitiveness.

Unlike previous phases, which focused more on environmental recovery and bioeconomy, the 5th Eco Invest will now direct resources towards areas related to green industrialization and the technological strengthening of the country.

Priority segments include battery systems, critical minerals, green fertilizers, advanced sustainable fuels, industrial automation, artificial intelligence applied to industry, green chemistry, and biomaterials.

The advancement of batteries for energy storage is among the main highlights of the new funding round. The government believes that the expansion of renewables and the electrification of the economy should accelerate the need for investments in energy flexibility solutions and industrial infrastructure associated with new technologies.

Funds

The fifth phase of the program foresees the creation of six innovation funds, combining corporate credit lines and non-reimbursable resources earmarked for applied research and technological entrepreneurship. According to the Ministry of Finance, the funds will utilize catalytic capital from the Climate Fund to expand private sector participation.

The expectation is that the initial amount of R$ 1,5 billion allocated to the funds could generate leverage of up to two times, allowing each structure to reach approximately R$ 4,5 billion. Furthermore, each line of credit could access up to an additional R$ 1 billion for corporate financing, provided the projects demonstrate significant private capital participation.

The government estimates that innovation funds alone could generate up to R$ 27 billion, while corporate credit lines could add another R$ 18 billion in investments. In practice, the model seeks to bring together companies, universities, research centers, startups, and investors around industrial chains considered strategic for the new global economy.

Energy and fuels

Among the sectors highlighted by the government are sustainable aviation fuels (SAF), biomethane, and green fertilizers, considered key areas for expanding energy resilience and reducing dependence on international supply chains pressured by geopolitical conflicts.

The Ministry of Finance believes that the new auction could strengthen industrial investments linked to the energy transition at a time of global reorganization of production chains.

According to the government, the program also aims to stimulate greater value addition to Brazilian mineral production, especially in critical minerals and rare earth elements used in batteries and electrification technologies.

Another distinguishing feature of the model is the requirement for counterpart contributions related to research, development, and innovation (R&D&I) for companies benefiting from the financing lines.

Fourth round

At the same time as launching the new auction, the government released the results of the fourth round of Eco Invest, focused on bioeconomy, sustainable tourism and infrastructure in the Legal Amazon.

The phase received proposals from eight financial institutions and registered demand exceeding R$ 7 billion in catalytic capital, with the potential to mobilize more than R$ 29 billion in investments.

According to the National Treasury, R$ 3,1 billion in catalytic capital was approved based on proposals submitted by ABC Brasil, Banco do Brasil, Bradesco, and BTG Pactual.

The volume is expected to enable approximately R$ 13,2 billion in total investments, including R$ 7,2 billion in international funding. The infrastructure sector concentrated the largest volume of resources in the fourth round, with more than R$ 7,8 billion allocated to the Legal Amazon region.

With the first four auctions, Eco Invest Brasil has already mobilized more than R$ 140 billion. If the fifth round reaches the expected R$ 50 billion, the program could approach the R$ 200 billion mark in investments associated with the ecological transition and the new Brazilian industrial economy.
