The crisis between the Minister of Mines and Energy, Alexandre Silveira, and the Regulatory Agencies gained another chapter this Tuesday (20). After accusing the linked agencies of boycotting the government in a public hearing held last week, the minister decided to raise the tone.
According to an article published by journalist Andreza Matais, from the news portal UOL, Silveira sent a letter to the ANEEL (National Electric Energy Agency) threatening intervention. The minister complains of inertia and delay in analyzing measures considered to be of strategic relevance to the sector, suggesting that this is intentional.
Silveira claims that “the chronic failure to make decisions by this board has the potential to compromise the efficiency” of the energy sector. He gave the board a five-day deadline to provide explanations. ANEEL.
The climate has not been friendly between the minister and the Regulatory Agencies. Last week, Silveira participated in public hearing at the CME (Mines and Energy Commission) of the Chamber of Deputies, where the tone against regulators rose.
The minister accused the agencies of failing to meet deadlines for regulating laws, provisional measures and presidential decrees. At the time, he was referring to the provisional measures that dealt with energy tariffs and deadlines for subsidies for renewables, and the relaxation of rules for Amazonas Energia, and the decrees on the renewal of distribution concessions and the new governance of the CCEE (Electric Energy Trading Chamber).
Beyond the ANEEL, Silveira also targets the national agencies of Mining (ANP) and Oil, Natural Gas and Biofuels (ANP). Regarding these, he said they were “diluting the dynamism” of his ministry, and used the word “boycott” several times.
The gist of the complaint is that most of the nominations to the board of these agencies were made during the Bolsonaro administration. ANEEL, the four directors were appointed in 2022, the last year before Lula took office. Ricardo Tili, Fernando Mosna and Agnes Maria have terms until 2025, 2026 and 2028, respectively. The term of the general director, Sandoval Feitosa, runs until August 2027.
