Starting this Tuesday (2), electricity distribution concessionaires and licensees in Mato Grosso do Sul must inform consumers and solar energy generators, in a clear and detailed manner, of the amount of energy injected, active, surplus and other mandatory information to be determined by ANEEL (National Electric Energy Agency).
The measure is in Law No. 6.595, sanctioned by Governor Eduardo Riedel and published this Tuesday (02) in the State Official Gazette. The law was proposed by Bill 186/2026, and approved last week.
Failure to comply with the law will subject the offender to the penalties provided for in Articles 56 and 57 of the law. Federal Law No. 8.078, dated September 11, 1990. The fine will be allocated to the fund corresponding to the public legal entity that imposed the sanction. The penalty ranges from R$ 10,7 to R$ 161,1 million.
The legislation also stipulates that in the absence of their own funds, the resources derived from sanctions applied under the jurisdiction of the municipalities will be reverted to the FEDDC (State Consumer Protection Fund).
What changes?
With the enactment of the law, electricity consumers in Mato Grosso do Sul who have already installed or will install photovoltaic panels will have greater control over the generation of solar energy in their homes or businesses.
The proposal mandates that electricity distribution concessionaires and licensees inform consumers and solar energy generators, in a clear and detailed manner, of the amount of energy injected into the grid, the active energy consumed, the surplus balance, and other information required by the National Electric Energy Agency.
According to the text, the objective is to guarantee more transparency for consumers who own microgeneration and minigeneration solar energy systems, allowing for precise monitoring of the energy produced, used, and the credits accumulated.
The use of solar energy is growing in Mato Grosso do Sul as an alternative to reduce electricity costs. However, the legislators who presented the proposal point out that many consumers still face difficulties in understanding the data presented on their bills.
According to the authors, the objective is to increase transparency in the accountability of distributors and strengthen the protection of consumers in Mato Grosso do Sul.

This is very good, it should be extended to other states, because in my case in Niterói, RJ, they are charging for what we generate (inject) – what would be a "loan" is being considered a burden.
