Promote a modern and sustainable public lighting model. This is the objective of the proposed concession of services from the city of Santos (SP).

The project, prepared in conjunction with Fipe (Fundação Instituto de Pesquisas Econômicas), was presented and discussed on Tuesday night (2) in a public hearing in a hybrid format (in-person and virtual).

Through a PPP (public-private partnership), with a term of 30 years and a maximum contract value of R$ 194,4 million, Pasta aims to convert the city's almost 30 thousand lighting fixtures to the LED type, reducing the energy consumption by more than 50% and install a solar power plant to supply part or all of the electricity consumed on roads and public spaces.

“This will be a significant gain because it is a generation of clean energy, which does not cause any effects on the environment”, explained electrical engineer Dionéio Alves, representative of Fipe (Fundação Instituto de Pesquisas Econômicas).

According to the Authority, five scenarios were presented with the implementation of the photovoltaic system and their respective costs, with energy generation ranging from 87.400 kWh/month to 1.308.015 kWh/month.

From an economic point of view, the most recommended by the technical consultancy is the adoption of the model classified as 1b, which provides for the generation of 107.539kWh/month, enough to maintain all the lighting on the shore, including the sand strip, gardens and seaside avenues.

In this scenario, R$ 22,8 million would be invested in the installation of a 5 thousand m² plant. The city would pay for the concession with a monthly payment of R$ 2,5 million, an amount that must be covered with the resources already foreseen in the collection of the CIP (Contribution for Public Lighting).

Use of LED luminaires

During the hearing, the current scenario of public lighting in Santos was presented, which has 29.457 luminaires. Of this amount, 40% are LED (11.879 luminaires), 37% are sodium vapor (10.809) and 23% are metallic vapor (6.769).

The concession, in this case, provides for modernization over a period of one year, converting 100% of the lamps to the LED type, which consumes up to 75% less energy.

The measure foresees a reduction in monthly energy consumption from the current 2.803.896 kWh to 1.308.015 kWh, a saving of 1.495.850 kWh/month (-53%). The cost of electricity should go from R$1,2 million to R$749,5 thousand, a reduction of R$508 thousand per month.

Public consultation continues until September 2nd

The drafts of the bidding notice and the project concession contract, prepared in conjunction with Fipe, will be accessible to the population on the City Hall portal for 30 days (until September 2nd) for public consultation and forwarding of suggestions, questions and manifestations.

Interested parties can express themselves via hotsite or in person at Seplan (Planning and Innovation Secretariat). You must provide your name, entity or company you represent and contact email to receive a return.
