A ANEEL (National Electric Energy Agency) updated the values of TEO and TEOItaipu (Optimization Energy Tariffs) and the TSA (Ancillary Services Tariff), as well as the limits of the PLD (Difference Settlement Price).

The decision was taken at the extraordinary public meeting of the Board held this Thursday (29). The fixed values, with effective from 2023, are:

  • TEO: R$ 15,05/MWh (reais per megawatt-hour);
  • TEOItaipu: R$ R$ 69,04/MWh (sixty-nine reais and four cents per megawatt-hour);
  • TSA: R$ R$9,02/Mvar-h (nine reais and two cents per Megavar-hour).

According to the Agency, TEO is intended to cover the incremental costs of operation and maintenance of hydroelectric plants and to pay financial compensation for the energy exchanged in the Energy Reallocation Mechanism (MRE) of the CCEE (Electric Energy Trading Chamber). ). It is updated annually based on the variation in the IGPM and IPCA inflation indices.

TEOItaipu, on the other hand, is calculated based on the installments referring to the payment of the transfer of energy from Paraguay, royalties, and the administration of the plant by Eletrobras.

“The conversion of the value, in dollars, of the estimated generation costs of the Itaipu HPP to the national currency must be carried out by the daily geometric average of the Ptax Closing Quotations of the US dollar, published by the Central Bank of Brazil, in the period from December 1 of the previous year until November 30 of the year of calculation”, explained the ANEEL.

Finally, the TSA serves to remunerate the additional operating and maintenance costs of the generating units that are requested by the ONS (National Electric System Operator) to operate as synchronous compensators.

PLD

A ANEEL also pointed out the maximum and minimum limits of the PLD for the year 2023. “Considering the variation of the IPCA for the period between December/2021 and November/2022, in the order of 5,90%, on the value of the PLDmax_estrutural and PLDmax_horario established in the Homologatory Resolution No. 2.994/2021, we calculate that the PLDmax_estrutural for 2023 will be R$ 678,29/MWh and PLDmax_horario for 2023 will be R$ 1.391,56/MWh”.

The minimum value of the PLD (PLDmin) must be the highest value between TEOItaipu and TEO. Therefore, the PLDmin value for 2023 was R$69,04/MWh. (sixty-nine reais and four cents per megawatt-hour).

During the Board meeting, the ANEEL It also determined that in the ARR (Regulatory Result Assessment) process of the maximum and minimum PLD limits and the value of the TEO (Optimization Energy Tariff), provided for in art. 32 of REN 1.032/2022, the questions presented by the agents be evaluated.

It was also defined that the statements presented by the agents must be forwarded to the Ministry of Foreign Affairs, for due assessment as to the existence of divergences that could give rise to a possible change in interpretation or even modification of the questioned regulation, in a manner harmonized with the terms of the Treaty, in order to protect the competences of both signatory countries.

Finally, the Board determined that there should be interaction between ANEEL with the Brazilian members of the Itaipu Board of Directors, directly or through the MME (Ministry of Mines and Energy), to discuss possible suggestions for improving the wording and ways of applying the rules contained in the Itaipu Treaty and its Annexes, for use in Brazilian sectoral regulation.
