Compliant anticipated by Canal Solar, the report of MP (Provisional Measure) 1.300/2025 – which aims to modernize the electricity sector – was presented this Tuesday (2), in the Chamber of Deputies. The vote, however, was suspended and should return for consideration by the Joint Committee this Wednesday (3).
Also as reported in the report, the main focus of the text was the total exemption from the electricity bill for low-income families with consumption of up to 80 kWh per month.
The more complex aspects of the reform — such as the full opening of the Free Energy Market, new rules for self-production, the inclusion of batteries and data centers, and measures to mitigate curtailment — will be addressed in another provisional measure, MP 1.304.
During the session, rapporteur Fernando Coelho Filho (União-PE) responded to criticism about the withdrawal of amendments and explained that there is an agreement between the presidents of the Chamber and the Senate that the rejected proposals will be debated at a later date.
According to him, there was no "consensus between the Houses" to include the issue of renewable energy cuts in the current text. He also stated that a draft on the subject was drafted but discarded to preserve the "climate of political harmony," and that the expectation is that the issue will be revisited in Provisional Measure 1.304.

Another point included in the report was the possibility of extending, for another 30 years, concessions for hydroelectric plants linked to the water supply in densely populated metropolitan areas. The extension will depend on the payment of concession fees and contributions to the CDE (Energy Development Account).
