The tariff flag for October will be red, level 2. That means that there will be an additional charge on the electricity bill for electricity consumers connected to the SIN (National Interconnected System). The measure was released from ANEEL (National Electric Energy Agency) in the early evening of last Friday (27).
At red flag level 2 R$ 7,877 will be charged for each 100 kWh consumed.
According to the Agency, two factors were responsible for the measure: hydrological risk e increase of the PLD (Difference Settlement Price). Still according to the ANEEL, both were influenced by the drop in hydroelectric reservoir levels and the rise in the price of electricity in the market throughout the month of October.
tariff flags
The tariff flag system was created by ANEEL in 2015 and indicates to consumers the costs of energy generation in Brazil.
Before that, the adjustments were annual and, therefore, the consumer did not know whether energy was cheaper or more expensive at that time and could not take measures to reduce consumption and the value of the bill.
As tariff flagss are composed of green, yellow and red colors and are classified into levels 1 and 2. This sequence indicates the cost of energy, green means there is no additional cost, yellow indicates a slight increase in the energy bill and red brings a higher cost to Brazilian consumers.
The sequence reflects the variable cost of energy production, considering factors such as the availability of water resources, the advancement of renewable sources, as well as the activation of more expensive generation sources such as thermoelectric plants.
The flag currently being used is indicated on the electricity bill. According to ANEEL, this signaling makes the consumer active in knowing whether or not they need to use energy more consciously, due to the cost.
ONS predicts below-average turnout in October
According to the ONS (National Electric System Operator) in its bulletin PMO (Monthly Operation Program), for the days September 28th to October 04th, the forecast for the rhydroelectric reservoirs is below average.
O PMO states that reservoir level must stay below average in all subsystems by the end of October.
A Southern has the perspective highest: 86% of MLT (Long Term Average). For the too much, the predictions are less than 50%: Southeast/Central-West, 43% of MLT; North, 38% of MLT; and Northeast, 33% of MLT.
“Projections for next month remain with below-average inflows in the main basins. This factor, combined with the expectation of higher temperatures than the historical average for the month of October, puts more pressure on the SIN, especially during peak load times”, says Christiano Vieira, ONS Operations Director.
“However, the reservoir conditions are compatible with the period and the system has the necessary resources to meet demand”, he concludes.
Estimates for the levels of EAR (Stored Energy) at the end of October indicate that two submarkets should exceed 50%: North (61,8%) and South (53,7%). However, the projected levels for the Northeast are 44,2% and in the Southeast/Central-West it is 39,9%.
The prospective scenarios for cargo demand are of acceleration, both in the SIN (National Interconnected System), as in all regions. Growth in the SIN should be 4,7% (82.095 MWmed).
Comparing estimates between October of this year and the same period in 2023, the scenario is as follows: among the submarkets, the most expressive expansion must be registered in the North, 10,4% (8.488 MWmed); sfollowed by the Southeast/Central-West, 4,8% (46.809 MWmed).
Os advances in the South and Northeast can reach 2,9 % (13.122 MWmed) and 2,8 % (13.676 MWmed), respectively.
