A ANEEL (National Electric Energy Agency) postponed to the next year regulatory adjustments for incorporation of storage systems in the without (National Interconnected System).

Regulatory processes have also been postponed for the implementation and operation of offshore plants, the review of the resolution that deals with the economic-financial efficiency criteria, and the review of the Proret submodules 2.7 and 2.7A (Tariff Regulation Procedures).

The measure was taken by the Board of Directors of ANEEL on Tuesday (24), when approving the first review of the Regulatory Agenda 2024-2025.

In addition to the postponement of four activities, the Agency included retail sales, from the perspective of opening the market. With the new inclusion, thegenda now has 31 activities in total. Of these, seven are expected to be completed in 2024.

According to ANEEL, o The reason for the review was to allow enough time to carry out all the planned steps. in the regulatory process. For more details on the regulatory activities planned for 2024 and 2025, click here.

ABSAE speaks out on the measure ANEEL

A ABSAE (Brazilian Association of Energy Storage Solutions), in a note, spoke out about the postponement of regulatory adjustments for the insertion of storage systems, including reversible plants in the SIN.

The entity says it is concerned about the decision of the Agency's board of directors with the postponements and the situation in the country, which continues without a regulatory framework for the storage sector. The note also states that such action was planned for this year.

“In his vote, the General Director, Sandoval Feitosa, argues that the decision is made due to the need to balance the workload with the new dimensioning of the current team, since all the servers allocated to the coordination of this matter, throughout this year, stopped being part of the technical area team responsible for coordinating the activity”, states the note.

A ABSAE further stressed that the ANEEL has been studying this subject since 2016. “It is worth noting that the ANEEL has been studying the topic since 2016 (Strategic Call 21/2016) and opened Public Consultation 39/2023, whose deadline for contributions from society ended in December of that year, still without a response from the Agency”, adds the note.

Markus Vlasits, president of the Association, assesses that “this decision causes a very significant delay in the regulatory environment, and disregards the fact that the inclusion of storage solutions in the SIN is strategic for the energy transition and for facing systemic risks such as the power deficit and the spillover of wind and solar-photovoltaic generation (constrained-off)”.

“A decision of the ANEEL goes against the demand of the ONS (National System Operator) which included storage as a strategic regulatory priority for 2024 and the MME's position to hold an energy auction for this technology”, comments Vlasits

"The measure surprises the entity, as it goes against the director's commitment Ricardo Tili, rapporteur of CP 039/23, who, during his participation in the EES South America 2024 Conference, in São Paulo, when speaking about the regulatory environment for energy storage systems, said that storage would be a priority on the 2023-2024 regulatory agenda, stating that he wanted to “put, still this year, the first standard of CP 39” in public consultation”, continues the association in a note.

A entity highlighted that Tili declared at the time that the ANEEL would not impede expansion and investment in energy storage technology and reiterated that the entity would not create barriers to expansion.

“A ABSAE reinforces that the insertion of large-scale energy storage solutions will allow progress in the energy transition with reduced costs for the consumer, guaranteeing energy security and operational flexibility for the Brazilian electrical system”, concludes the association's note.
