The opening of the Free Energy Market to all low-voltage consumers, scheduled for December 2027 in Provisional Measure (MP) 1.300/2025, could generate reductions of up to 26,5% in the electricity bills of Brazilian consumers, depending on the region and the distributor.

The data is part of an analysis by consultancy Volt Robotics, which estimates a potential impact on 58,4 million people, with an annual saving of R$7,6 billion.

The largest percentage impact is projected for the Federal District, where the average reduction in electricity bills could reach 26,5%. The Central-West, South and Southeast regions are expected to concentrate the highest average percentages of savings, with projections of 15,2%, 12,9% and 12,6%, respectively.

In the North and Northeast, the effects are also considered relevant, but smaller: the estimated average reduction is 9,8% in the North and 9% in the Northeast.

In addition to the discount percentages on tariffs, the survey also projects the aggregate financial impact by region, considering the volume of resources that would no longer be paid to distributors and would start to circulate in local economies.

The Southeast leads the total savings potential, with R$2,7 billion per year, followed by the Northeast (R$1,8 billion), South (R$1,4 billion), Central-West (R$1,1 billion) and North (R$370 million). The expectation now is that the project will advance in Congress, with the definition of rules and deadlines to guarantee the implementation of the measure by the end of 2027.
