Producers and importers of biomethane can now begin the process of obtaining the CGOB (Certificate of Guarantee of Origin for Biomethane), an instrument that verifies the environmental attributes and traceability of the fuel.
This possibility was opened up by the ANP (National Agency of Petroleum, Natural Gas and Biofuels) with the publication of two technical reports detailing the rules and documentation required for certification.
This measure represents an operational step towards putting the planned certification system for biomethane into operation.
Roteiro definido
Um dos documentos, o Informe Técnico nº 4/CGOB, estabelece como será feita a certificação do produtor e do importador. O texto detalha a auditoria realizada na usina de biometano para a emissão do CGOB e também aborda as etapas posteriores de acompanhamento e renovação da certificação.
O segundo, o Informe Técnico nº 5/CGOB, trata da documentação exigida para os processos. Entre as orientações estão os procedimentos para abertura do processo junto à ANP e os documentos que deverão ser apresentados pelos interessados.
In this way, the two reports transform the general rules previously established by ANP Resolution No. 996/2026 into operational procedures.
With these definitions, the seven ACOs (Certificate Agents of Origin) already accredited by the agency are authorized to begin certifying producers and importers who decide to join the program and issue the respective certificates.
Atributos ambientais
O CGOB é o instrumento criado pela Lei nº 14.993/2024, a Lei do Combustível do Futuro, dentro do Programa Nacional de Descarbonização do Produtor e Importador de Gás Natural e de Incentivo ao Biometano.
Seu papel é representar e comprovar os atributos ambientais associados ao biometano, assegurando a rastreabilidade do produto desde a produção até a comercialização. Essa comprovação depende justamente da certificação realizada por um ACO credenciado pela ANP.
To enter the program, therefore, producers and importers must hire one of these certifying agents, who will be responsible for the certification of origin process necessary for issuing the CGOBs.
Mercado ganha estrutura
A infraestrutura para a negociação e o registro dos certificados também está avançando. Além dos sete ACOs credenciados, a ANP já autorizou três escrituradores e duas entidades registradoras de CGOB. Uma terceira registradora ainda está em processo de avaliação pela agência.

Definidas pelo CNPE (Conselho Nacional de Política Energética), elas são posteriormente distribuídas pela ANP entre produtores e importadores de gás natural de acordo com a participação de cada agente no mercado. O cumprimento dessas metas será comprovado por meio da baixa dos CGOBs.
