Procel reports on R$ 470,5 million allocated to investments in energy efficiency.

You know that red and green efficiency label you see on your refrigerator or air conditioner? It's a result of Procel (National Program for Energy Conservation), the largest energy conservation program in the country, which generated R$ 470,5 million between June 2023 and September 2025.

The balance sheet for the program's 5th Annual Plan shows that almost all of the budget (R$ 466,1 million) was allocated to energy efficiency projects. The remaining R$ 4,44 million will be returned to the energy distributors, following Aneel's rules.

The money that funds Procel comes from electricity bills themselves. Legislation requires distributors to allocate 20% of their mandatory energy efficiency budget to the national program, while the other 80% is used for local initiatives by the concessionaires themselves.

Application

According to the accountability report, the resources from the 5th PAR funded structuring projects, technological modernization, applied research, systems development, training, strengthening of laboratories, communication actions, and operational costs of the program.

The document also highlights initiatives such as the expansion of Procel Reluz, the expansion of PotencializEE, actions aimed at efficiency in buildings, and emergency measures for the efficient reconstruction of municipalities affected by extreme weather events in Rio Grande do Sul.

Concessionaires

The report also details the remaining amounts that must be returned to the distributors, proportionally to the contributions made to the program. In total, the balance to be credited amounts to R$ 4,44 million.

Among the concessionaires with the largest credits to receive, Cemig leads the list with R$ 426,6, followed by Enel-SP (R$ 395,8); Copel (R$ 289,6); CPFL Paulista (R$ 275,6); Coelba (R$ 230,1) and Light (R$ 216,1). 

Also among the largest credits are Celesc (R$ 202,6); RGE Sul (R$ 182,5); Equatorial Goiás (R$ 161,7); Equatorial Pará (R$ 147) and Ampla Energia, now Enel Rio (R$ 144,6).

Four decades

Created by Interministerial Decree No. 1.877 of 1985, Procel's mission is to encourage the efficient use of electricity and reduce waste.

Over the years, its scope has expanded to areas such as buildings, public lighting, industry, sanitation, technological innovation, and education for efficient energy consumption.

In 2016, Law No. 13.280 restructured the program's governance, established the PARs (Plans for Action for Environmental Performance) and created the CGEE (Energy Efficiency Management Committee), responsible for monitoring and approving the application of investments.

The management of the program underwent a significant change in June 2023, when it left Eletrobras and was officially transferred to ENBPar (Brazilian Company for Participation in Nuclear and Binational Energy).

Since then, the state-owned company has assumed the Executive Secretariat of Procel, including the administration of ongoing projects, the execution of new actions foreseen in the PAR (Plan of Action for Energy Efficiency) and associated programs, such as the granting of the Procel Seal for equipment and buildings.

Public consultation

The results of the 5th Annual Resource Allocation Plan are now under public scrutiny. Aneel has opened Public Consultation No. 26/2026 to receive contributions on the accountability report for the period, with the aim of increasing transparency and gathering input before the final analysis of the report.

Comments can be submitted via electronic form until September 4th, during which time all documentation will remain available for public review.
