With the advancement of regulatory discussions for the inclusion of large-scale energy storage systems in the Brazilian electricity grid, BNDES (National Bank for Economic and Social Development) has taken a decisive step towards bringing more transparency to the market.
The bank launched this Tuesday (1st) an official portal dedicated exclusively to LRCAP (Capacity Reserve Auction in the form of Power), centralizing rules, schedules, frequently asked questions and the list of suppliers and equipment accredited to receive financing.
The initiative addresses a demand considered urgent by industry stakeholders, who previously faced difficulties in identifying which suppliers of battery packs, inverters (PCS), energy management systems (EMS) – hardware and software – and other components of energy storage systems (ESS) already met the national requirements demanded by the bank.
Data consolidation occurs at a strategic moment, driven by the guidelines of Ministry of Mines and Energy Normative Ordinance No. 136, which foresees competitions dedicated to technology with physical delivery of projects scheduled for August 2028.
With an eye on LRCAP, global manufacturers are advancing the nationalization of batteries in Brazil.
Reducing information asymmetry in the market.
The creation of the centralized page was received positively by consultants and project developers. According to an evaluation sent to... Canal Solar According to Eduardo Tobias, managing partner of Watt Capital, the new portal simplifies the search for supplier accreditation data and Finame equipment codes.
"We at Watt Capital see the creation of this BNDES page as very positive. Although information regarding accredited products was already available on the BNDES website, this search had to be done on a case-by-case basis. The information was not easily accessible," he said.
According to the executive, the frequently asked questions section is very helpful in clearing up many doubts that many players have about the accreditation rule for storage systems, which, although it is a rule that has existed for some years, has seen increased interest from manufacturers in accreditation, with the Ministry's provision, in Ordinance 136, for a specific auction for projects with financed SAE (System for Accreditation and Storage).
"In short, this makes it much easier to find data information, significantly reducing the information asymmetries and misunderstandings that we've been encountering in the market," Tobias pointed out.
EPE publishes instructions for registering batteries in the LRCAP system.
The portal's role in meeting MME deadlines.
In addition to listing the equipment that meets the IEP (Productive Structure Index) for batteries, the portal provides clarifications on the fungibility of warranties and the deadlines for proof to the MME (Ministry of Mines and Energy).
For manufacturers, the portal serves as a guide to accelerate the process of nationalizing and locally assembling BESS systems.Battery Energy Storage Systems).
For entrepreneurs looking to participate in auctions, the platform assists in selecting suppliers and subsequently structuring the financial aspects of projects, ensuring legal predictability regarding which technologies will provide access to the most competitive credit lines from the development bank.
